UK Councils Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a recent study of local authorities, UK councils are planning to sell social clubs, sports centres, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of councils are planning to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of playing fields and open spaces to support their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise service redesigns and using savings to manage increasing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in Kent said its property management strategy featured the sale of a shopping centre in a local town and a community venue in Rochester to generate £20m over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Pressures

This research of councils in the coalition, which includes several urban centers, further found that over seven in ten of councils will have to increase local levies next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of county councils recently also found council budgets being stretched by the growing number of children and adults requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (IMD) for UK local authorities, many participating urban areas were included in the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties confronting municipal officials across key cities in the coming year,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and demand,” stated a council leader.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the last year, the study found.
